ARTICLE I

NAME

The name of the Council shall be "The SHRM Minnesota State Council".


ARTICLE II

OFFICES

The principal office of the Council shall be located at such place as shall be determined by the Governing Body of the Council. The Council may also have offices at such other places as the Governing Body of the Council may from time to time determine.


ARTICLE III

PURPOSES

The purposes of the Council shall be to promote the educational and other non-profit purposes of the Society for Human Resource Management (SHRM) by providing a structure for SHRM members in the State of Minnesota (the State) to consult together concerning the affairs, activities, needs and problems of SHRM in the state and to adopt programs which will promote the progress and welfare of SHRM in the human resource profession as a whole, including, without limitation, the provision of channels of communication between SHRM Chapters, SHRM State Councils, and the appropriate SHRM Area Board, provision of services to all members of the human resource profession within the State, and the provision of leadership training at the State level.


ARTICLE IV

FISCAL YEAR

The fiscal year of the State Council shall be the calendar year.


ARTICLE V

GOVERNING BODY

A. Powers and Duties. The Governing Body of the Council shall manage and control the property, business and affairs of the Council, and in general exercise all powers.

B. Number and Privileges. The State Director shall be elected from the current year's Governing Body by its voting members no later than December of the year for the upcoming term. The President of each SHRM Chapter within the State shall be an ex-officio Chapter Representative on the Governing Body with full voting rights. In addition, State Director Elect, Secretary, Treasurer, one (1) Professional Development Director; one (1) Foundation Director; one (1) Legislative Affairs Director; one (1) Director At Large (Risk Management); one (1) Director At Large ( Awards & Historian); one (1) College Relations Director; one (1) Work Force Readiness Director; one (1) Certification Director; one (1) Diversity Director; one (1) State Conference Director; and as many Directors At-Large as deemed necessary to meet the State's needs, but at least one (1) At-Large Director for each Governing Body. The Secretary and Treasurer shall be nominated by the State Director and elected by a majority vote of the Governing Body upon which such Secretary and Treasurer will serve. All other directors of the council including the director-elect shall be nominated by the nominating committee and elected by the council.

An Executive Committee made up of State Director, State Director Elect, Treasurer, Secretary and Immediate Past State Director and shall serve as the fiduciary committee for the council.

C. Election and Appointment-Term of Office. All members of the Executive Committee shall be elected or appointed to two-year terms beginning January 1 and ending December 31 and may serve no more than two consecutive terms in a given position.

The following positions will be appointed on alternating years. Director(s) At-Large, State Conference Director, Legislative Affairs Director, Professional Development Director, on odd years and, At-Large Director, College Relations Director, Foundation Director, School to Work Director, Certification Director, Diversity Director on even years.

D. Qualifications. All positions of the Governing Body must be regular SHRM members in good standing. At-large Directors shall represent the State's at-large membership and shall not be affiliated with any Chapter at the time of appointment. Non-voting positions shall be drawn from such positions as the State Director and Governing Body feel should participate in the Council in the best interest of the Council and SHRM, including without limitation, those positions responsible for student chapter presidents, student chapter advisors, and representatives from other recognized human resource organizations within the State.

E. Removal. Any member of the Governing Body may be removed for actions contrary to the best interests of the Council or SHRM upon a two-thirds (2/3) vote of the entire voting positions of the Governing Body, after having been given an opportunity for an informal hearing before the Governing Body. In addition to removal for cause pursuant to the previous sentence, Chapter Presidents will be removed to the extent they vacate or are removed from their position as President of their particular SHRM Chapter.

F. Vacancies. Any vacancy in the State Director position shall be filled for the unexpired term by vote of a majority of the Governing Body in attendance at any duly constituted meeting. Any vacancy in any other position on the Governing Body other than Chapter Presidents, shall be filled by appointment by the State Director with the concurrence of that person or body which must concur in the original appointment of such position. Any vacancy in the Chapter President position will be filled as and when the particular SHRM Chapter elects or appoints a new President.

G. Governing Body Meetings. The Governing Body shall meet at least three times each year, the first of such meetings, which shall be held before March 31.

Special Meetings of the Governing Body. Special meetings of the Governing Body may be called by the State Director, or in the case of the absence or disability of the State Director, by the State Director Elect. A special meeting shall be called upon written request of a majority of the voting positions of the Governing Body.

H. Notice of Meetings. Written notice of each Governing Body meeting shall be given or mailed to each member at least fifteen (15) days before such meeting.

I. Quorum; Governing Body Action. One-third (1/3) of the entire number of voting positions of the Governing Body shall constitute a quorum for the transaction of business. The act of a majority of voting positions present at the meeting at which there is a quorum shall be the act of the Governing Body, except to the extent that the Bylaws or state law may require a greater number.

J. Presiding Member. At all meetings of the Governing Body, the State Director shall preside. In the absence of the State Director the State Director-Elect shall preside. In the absence of the State Director elect, a chairperson shall be elected by a majority of voting positions present.


ARTICLE VI

OFFICERS

The State Director shall serve, ex-officio, as President of the Council, but shall be referred to as State Director. The State Director Elect shall serve President Elect of the Council and referred as the State Director Elect.


ARTICLE VII

RESPONSIBILITIES OF PARTICULAR GOVERNING BODY MEMBERS

The responsibilities of each of the governing body members shall be as outlined in the position descriptions maintained by the Secretary and distributed to the members. The position descriptions are subject to change as deemed necessary by the State Council Director and/or the Governing Body.


ARTICLE VIII

COMMITTEES

Committees of the Governing Body may be appointed by the State Director, subject to such conditions or limitations as may be specified by the Governing Body.


ARTICLE IX

ELECTRONIC VOTING

Mail or electronic ballots can be used for the election of officers provided the state council has had at least one in-person meeting that year.


ARTICLE X

COUNCIL DISSOLUTION

In the event of the Council's dissolution, the remaining monies in the treasury, after council expenses have been paid will be contributed to an organization decided upon by the Council at the time of dissolution (e.g., the SHRM Foundation, an endowment fund at a university, or other such organization or charity).


ARTICLE XI

STATEMENT OF ETHICS

The Council adopts SHRM's Code of Ethical Standards for the HR Profession for members of the Council in order to promote and maintain the highest standards among its members. Each member shall honor, respect and support the purpose of the Council and SHRM.


ARTICLE XII

PARLIAMENTARY PROCEDURE

Meetings of the Governing Body shall be governed by the rules contained in Robert's Rules of “Order” and “in all cases” to which they are applicable and in which they are consistent with the law and the Bylaws of the Council.


ARTICLE XIII

BYLAW AMENDMENTS

The Bylaws of the Council may be amended by a one-third (1/3) vote, of the Governing Body voting positions present at a meeting at which a quorum exists, provided such proposed amendment is circulated in writing at least fifteen (15) days prior to such meeting and provided such amendments have been reviewed by SHRM's National Board of Directors and are not in their opinion inconsistent or contrary to the best interests of SHRM.


ARTICLE XIV

TERMS USED

As used in these Bylaws, feminine or neuter pronouns shall be substituted for those of the masculine form, and the plurals shall be substituted for the singular number in any place where the context may require such substitution.

JOB DESCRIPTIONS

STATE DIRECTOR

Function
As the chief elected officer of the state council: establishes policy, strategies and objectives consistent with SHRM Area and national SHRM Board policies. Provides guidance to elected and volunteer members who are responsible for accomplishing state, area and national objectives. These goals should be consistent with the advancement of the Society and the profession as a whole.

Responsible To
The State Council
Regional Council

Responsibilities

  1. Manages the affairs of the council as the chief elected officer.
  2. Sits as a voting member on the area board.
  3. Presides over meetings of the council. As appropriate, conducts general membership meetings involving SHRM members within the state. Is an ex-officio member of all state committees.
  4. Provides leadership for the council by:
    1. Assigning responsibilities for achieving state, area and national objectives.
    2. Directing the activities, plans and objectives of the state council.
    3. Evaluating the performance of all appointed council positions. Counsels with individuals as necessary on ways to improve performance and to provide a maximum contribution toward goals and objectives.
  5. Appoints individuals to fill the unexpired regular term of council that may be vacated due to replacement, resignation, or promotion, subject to ratification by the council and with the prior concurrence of the AVP, where required.
  6. Recommends policy and organizational changes to the council within the state charter requirements, after discussion with the AVP. Provides for implementation and execution of area and national SHRM Board decisions.
  7. Promotes the council and the profession by personal appearances and speaking engagements before SHRM chapters and other organizations.
  8. Prepares regular reports for the area board and/or the national SHRM Board as required. Reports may include activities of chapters and the membership within the state. This would include, but is not limited to, minutes of council meetings and quarterly reports to the AVP.
  9. Presides over the Website, works with the Webmaster to maintain the Website on to be timely with changes updates, reports and all activities on a regular basis.
  10. Actively promotes Council goals, manages the Council budgets, assist Chapters with the CAP's Report and assure they are filed on a timely basis, works directly with Council and Professional Development Director in development and promotion of State Leadership Conference, works directly with Council, Conference Committee and State Conference Director in development and promotion of State Leadership Conference, works directly with Council and College Relations Director in development and promotion of State Leadership Conference, works directly with Council and other Directors to promote their associated activities.

  2. Elected from the current year's council by its voting positions no later than November of each year.

STATE DIRECTOR - ELECT

Function
Serves as an "understudy" to the state council director. Works with the state council director to establish policy, strategies and objectives consistent with SHRM area and national SHRM Board policies. Provides guidance to elected and volunteer staff who are responsible for accomplishing state, area and national objectives.

Responsible To
The State Council Director.

Responsibilities

  1. In the absence of the state council director, manages the affairs of the council.
  2. Oversees the activities of all state committees.
  3. Promotes the state council and the profession by personal appearances and speaking engagements before SHRM chapters and other organizations within the state.

Requirements

  1. Must be an SHRM member in good standing. HRCI certification highly desirable.
  2. Nominated by the state council director and elected by the governing body of the state council.
  3. Serves a two year term beginning the first day of January and ending the last day of December. May be re-elected for one additional term.


SECRETARY

Function
Prepares the proceedings of all state council meetings; takes minutes; and maintains the records, orientates new Council members including Chapter Presidents to the Council as well as maintain the handbook of policies related to the business of the Council. Provides leadership and communication to further the Society's goals and objectives between existing and future SHRM members and SHRM regular chapters.

Responsible To
The State Council Director.

Responsibilities

  1. Nominated by the state director and elected by the state council's governing body. Serves as a voting member of the state council and is responsible for attending and participating in all meetings of the council.
  2. Prepares and distributes meeting announcements and a draft agenda; prepares follow-up material, ensures records accurately reflect business matters and prepares reports associated with council meetings and activities.
  3. Prepares minutes of council meetings and makes appropriate distribution including copies to the AVP and the council.
  4. Recommends new policies and procedures to increase organizational effectiveness.
  5. Maintains all financial records of the state council required by law or the Society.
  6. Prepares, interprets and disseminates periodic financial status reports for approval by the state council.
  7. Prepares the annual budget of revenue and expenses and submits same for state council approval at its first meeting each year.
  8. Reviews the state council's accounting and record keeping policies and procedures. Recommends or implements changes as indicated to protect and ensure the financial health of the council.
  9. Performs other duties as assigned by the state council director.

TREASURER

Function
Prepares the budget; maintains the checkbook, and directs the financial affairs of the council.

Responsibilities

  1. Nominated by the state director and elected by the state council's governing body. Serves as a voting member of the state council and is responsible for attending and participating in all meetings of the council.
  2. Prepares the annual budget of revenue and expenses and submits same for state council approval at its first meeting each year.
  3. Maintain the checkbook as well as pay approved bills, vouchers and expenses.
  4. Reviews the state council's accounting and record keeping policies and procedures. Recommends or implements changes as indicated to protect and ensure the financial health of the council.
  5. Performs other duties as assigned by the state council director.

  2. Nominated by the state council director and elected by the governing body of the state council

IMMEDIATE PAST STATE COUNCIL DIRECTOR

Function
Serves as a member of the state council providing the continuity of leadership. Chair of the Council Nominating Committee. Provides advice and counsel to the state director.

Responsible To
The State Council Director.

Responsibilities

  1. Serves as a voting member of the state council and is expected to attend and participate in all council meetings.
  2. Chairs the council nominating committee.
  3. Assists in the identification, recruitment and selection of future council leaders.
  4. Prepares reports and related material for the state council director as a function of providing guidance.
  5. Represents the council to SHRM chapters and the public as required.

Requirements

  1. Must be an SHRM member in good standing.
  2. Must have served a term of office as state council director.


DIRECTOR AT-LARGE (RISK MANAGEMENT)

Function
Serves as an appointed SHRM representative within the Council. Reviews insurance and risk related issues related to the Council. Provides leadership and communication to further the Society's goals and objectives between existing and future SHRM members and SHRM regular chapters.

Responsible To
The State Council Director.

Responsibilities

  1. Promotes state, area and national objectives and activities among practicing members of the human resource profession.
  2. Serves as a voting member of the state council. Attends and participates in all meetings scheduled by the council.
  3. Informs the council of at-large members who indicate an interest and have demonstrated potential for leadership positions.
  4. Assists the council in the dissemination of information; provides timely and accurate responses to proposals, surveys and questionnaires. Recommends policy changes as appropriate.
  5. Performs special assignments as requested by state, area and/or national leadership.
  6. Provides assistance and support for professional development activities within the state, area or national organizations.
  7. Facilitates two-way communication between the council leadership and the membership.

DIRECTOR AT-LARGE (AWARDS & HISTORIAN)

Function
Serves as an appointed SHRM representative within the Council. Reviews award programs and maintains a history of Council Activities and Members. Provides leadership and communication to further the Society's goals and objectives between existing and future SHRM members and SHRM regular chapters.

Responsible To
The State Council Director

Responsibilities

  1. Promotes SHRM membership among practicing members of the human resource profession.
  2. Serves as a voting member of the state council and is responsible for attending and participating in all meetings of the council.
  3. Reviews and revises Awards programs as approved by the Council.
  4. Maintains a history of the Council activities as well as history of Council Directors.
  5. Provides direction, assistance and support of assigned function or activities within the state, Regional Council or national organizations.
  6. Develops and facilitates two way communications between local SHRM chapters and the state council.

Requirements

  1. Must be an SHRM member in good standing. HRCI certification highly desirable.
  2. Appointed by the state council director.

AT-LARGE DIRECTOR

Function
Serves as an appointed representative of at-large SHRM members within the state or a geographical portion of the state. Provides leadership and communication for this segment of the SHRM membership. Represents the interest of the at-large membership at state council meetings.

Responsibilities

  1. Promotes state, area and national objectives and activities among practicing members of the human resource profession.
  2. Serves as a voting member of the state council. Attends and participates in all meetings scheduled by the council.

CERTIFICATION DIRECTOR

Function
Promotes certification activities for the State Council, SHRM chapters and their members.

Responsible To
The State Council Director.

Responsibilities
  1. Serves as a voting member of the state council and is expected to attend and participate in all meetings of the council.
  2. Reports to the state director on a regular basis concerning activities promoting certification throughout the state.
  3. Promotes the certification of human resource professionals through the Human Resource Certification Institute (HRCI).
  4. Promotes the formation of chapter study programs to facilitate the certification of chapter members.
  5. Promotes the partnering of chapters and universities to conduct certification preparation courses using the university-based SHRM Learning System.

Requirements

  1. Must be a SHRM member in good standing. HRCI certification highly desirable.
  2. Appointment is made by the state council director
  3. Serves a two year term beginning the first day of January and ending the last day of December with no term limits.


COLLEGE RELATIONS DIRECTOR

Function
Serves as an appointed member of the state council with responsibility to assist and promote student chapter activities within the state. Works closely with the Chair of the SHRM College Relations Committee and with SHRM's Student Program Manager in carrying out these responsibilities. Communicates state, area and national goals and policies relative to student chapters and student membership to the chapters in the state.

Responsible To
The State Council Director.

Responsibilities

  1. Serves as a liaison between student chapters within the state and the state council.
  2. Promotes the formation of new student chapters within the state by identifying potential sites and working with local chapters to develop these sites.
  3. Serves as a communications link between student chapters and the SHRM College Relations Committee and SHRM in disseminating information relative to student programs, scholarships, certification, student conferences, etc.
  4. Encourages participation of student chapters in the Human Resource Collegiate Competition on the state and/or area level.
  5. May coordinate a state student conference or promote student activities at professional conferences within the state, area or at the SHRM Annual Conference and Exposition.
  6. Works with both faculty advisors and local chapter presidents to encourage student participation in local professional chapter meetings.
  7. Encourages professional chapters and state council to offer assistance to student members through scholarship programs, internships, special student activities, or sponsorship at local, state, or national conference.
  8. Encourages professional chapters and state council to develop recognition programs for faculty advisors including, but not limited to, sponsorship at local, state, or national conferences.
  9. Provides guidance and direction to faculty advisors and chapter student liaison representative relative to organization of new chapters, integration of Student Merit Award Program into student chapter activities, and opportunities for integration of student and professional chapter goals.
  10. Encourages student participation in SHRM publications (e.g. ECHOES, HR NEWS) and in national awards programs.

Requirements

  1. Must be an SHRM member in good standing. HRCI certification highly desirable.
  2. Appointment is made by the state council director.
  3. Should be able to visit student chapters throughout the state and attend state conference, if applicable.
  4. Serves a two year term beginning the first day of January and ending the last day of December with no term limits.


DIVERSITY DIRECTOR

Function
Serves as an appointed member of the state council. Monitors and evaluates on a continuing basis state and local activities concerning diversity issues, and works with chapter diversity directors to encourage involvement at the chapter level.

Responsible To
The State Council Director.

Responsibilities

  1. Encourage the appointment of a diversity director at the chapter level within the state.
  2. Develop and work with the chapters' diversity directors to ensure they have information and materials to promote diversity.
  3. Develop and distribute information to the state council and chapters within the state on diversity.
  4. Be available for presentations if and when appropriate, or help to identify programs or speakers for conferences or chapter programs.
  5. Coordinate efforts in developing diversity initiatives that can serve as models for other chapters.
  6. Work with chapter diversity directors to identify minorities and other diverse members in the state who might be interested in additional volunteer leadership opportunities.

  2. Appointment is made by the state council director.
  3. Should be able to visit chapters throughout the state.
  4. Serves a two year term beginning the first day of January and ending the last day of December with no term limits.


PROFESSIONAL DEVELOPMENT DIRECTOR

Function
Coordinates the human resource training and development activities for the state council, SHRM chapters and their members.

Responsible To
The State Council Director.

Responsibilities

  1. Serves as a voting member of the state council and is expected to attend and participate in all meetings of the council.
  2. Reports to the state director on a regular basis concerning chapter member training and development activities, accomplishments and opportunities within the state.
  3. Assists the state council and chapters with human resource professional development programs for members.
  4. Conducts an annual leadership training program for state council and chapter leaders.
  5. Maintains a clearinghouse of chapter speaker information and program topics. Coordinates statewide HR speakers bureau. Works with chapter leaders by providing resources for chapter programs.
  6. Provides support and direction to chapter leaders to complete the SHRM Chapter Achievement Plan.

SCHOOL-TO-WORK DIRECTOR

Function
Serves as an appointed member of the state council. Monitors and evaluates on a continuing basis state and local activities concerning school-to-work issues, and works with chapter education advocates to plan and encourage chapter involvement and activities impacting the education arena. Presents an education report or update to the state council director and state council.

Responsible To
The State Council Director.

Responsibilities

  1. Serves as advocate for education on state council and at other professional meetings and assists chapters in coordinating programs and other chapter activities on education.
  2. Identifies and evaluates education issues which impact workforce readiness and develop goals for state council education strategy.
  3. Provides reports on school-to-work issues to state council and serves as advocate at state council activities for school-to-work programs.
  4. Serves as a resource for state council on school-to-work issues and provides leadership to the chapters on education issues.
  5. Monitors state and local activities concerning education and provides timely information on education issues to state council director and area board school-to-work advocate.
  6. Works in close cooperation with the area board school-to-work advocate and the SHRM School-to-Work Committee.
  7. Develops and supports workshops and seminars which address school-to-work issues.
  8. Provides special recognition for chapters and for state programs that provide betterment of the workforce through the educational process.
  9. Responds to any other requirements of the state council director and area board school-to-work advocate.

FOUNDATION DIRECTOR

Function
Serves as an appointed member of the state council. Represents the interests of the SHRM Foundation and its activities to the State.

Responsible To
The State Council Director.

Responsibilities

  1. Educates the chapters and the state council regarding the purpose and ongoing activities of the SHRM Foundation.
  2. Encourages chapters and the state council to contribute financially to the SHRM Foundation as a show of support for the human resources profession.
  3. Advises and updates the state council and chapters of the Foundation's activities and fund-raising needs.

  2. Appointment is made by the state council director.
  3. Serves a two year term beginning the first day of January and ending the last day of December with no term limits.


STATE LEGISLATIVE AFFAIRS DIRECTOR

Function
Serves as an appointed voting member of the state council with responsibility to monitor and evaluate, on a continuing basis, pending federal, state, and local legislative, regulatory, and legal activities that may have an impact on the management of human resources. Communicates SHRM legislative affairs policies and goals to SHRM chapters and members within the state. Works in close cooperation with the area legislative affairs director and the national headquarters staff in carrying out these tasks. It is advisable that an individual serves in this position for a multiple year term.

The State Council Director.
The Area Legislative Affairs Director.

Responsibilities

  1. Serves as a voting member of the state council. Attends and participates in all scheduled council meetings.
  2. Attends the SHRM Legislative Conference and participates/organizes Hill visits.
  3. Works in close cooperation with the area legislative affairs director, the national Legislative Action Committee, Manager, Member Advocacy and Manager State Affairs on the national SHRM headquarters staff. Identifies, evaluates and disseminates to chapters within the state issues of concern arising from potential legislation, regulatory and/or legal activities within the state which would potentially impact SHRM members or the profession.
  4. Prepares and distributes semiannual summary and status report of pending state labor-related legislation. (Distribution to include each chapter within the state, the area legislative director, state council director and the Manager, State Affairs at national SHRM headquarters.)
  5. Actively promotes SHRM’s legislative involvement program, HRVoice, to members.
  6. Serves as primary contact for federal legislative issues to the Manager, Member Advocacy at national SHRM headquarters. Provides follow-up to federal legislative alerts from national headquarters by communicating to chapter legislative directors and SHRM members in general.
  7. Presents legislative updates and legislative “How to” sessions at chapter and state conferences as requested. Educates members on the importance of communicating to congress using the SHRM “Write Your Member of Congress” feature on the SHRM web-site or by individual letters/phone calls/faxes.
  8. Encourages and organizes state letter writing contests for chapters.
  9. May assist in the development of position papers, responses to legislative and regulatory offices, etc. May initiate actions responding to these matters within the state after coordination with the area legislative affairs director and/or national SHRM headquarters.
  10. Recruits and coordinates a state contact list of SHRM members who are willing to participate in advanced legislative activities. These activities would include, but are not limited to providing unique personal accounts on specific pieces of legislation to SHRM or for federal or state congressional use, serving as an “expert” resource/speaker for SHRM on a particular issue and testifying before either congress or your state’s Legislature.
  11. Develops and maintains contact with both state legislators and members of congress.
  12. Works to develop relationships with state and federal legislators, business coalitions, and other policy-making members or interest groups with shared interests in the legislative community.
  13. In coordination with SHRM national, initiates action in response to legislation, regulation or legal activities in the state.
  14. In conjunction with the Manager, Member Advocacy organizes legislative hill visits at the SHRM Legislative Conference by communicating with participants and assigning specific topics or duties.
  15. Responds to any other requests of the state director and area legislative affairs director.

Requirements

  1. Must be an SHRM member in good standing. HRCI certification highly desirable.
  2. Appointment is made by the state council director.
  3. Serves a two year term beginning the first day of January and ending the last day of December with no term limits.


STATE CONFERENCE DIRECTOR

Function
Serves as a member of the St. Council, responsible for coordinating all activities related to running the State Conference.

Responsible To
The State Director.

Responsibilities

  1. Serves as a voting member of the State Council and is expected to attend and participate in all council meetings.
  2. Provides leadership, information and guidance to the State Conference Liaison and conference committee team members.
  3. Provides monthly progress reports and budget forecast, or more frequently if requested by the State Director, to the State Council on all activities related to the State Conference.
  4. Prepares an operating budget not to exceed $500.00 for conference planning expenses (donuts, coffee, travel expenses). The State Director must approve all expenditures.
  5. Manages the overall conference budget after gaining approval from the State Council.
  6. Works with the Council to establish a profit margin goal.
  7. Conducts regular planning meetings with the Local Chapter Conference Liaison and conference planning team members.
  8. Assists the Local Chapter Conference Liaison with staffing needs if required.

  1. Must be a regular SHRM member in good standing.
  2. Appointment is made by the State Director. Serves a two-year term beginning the first day of January and ending the last day of December with no term limits.


STATE CONFERENCE LOCAL CHAPTER LIAISON

Function
Responsible for providing guidance and assistance to the State Conference Director and Conference Committee Team Members.

Responsible To
The Conference Director.

Responsibilities

  1. Reports to the State Conference Director.
  2. Appoints qualified subcommittee chairs (Communications, Speakers, Food, etc.) and assists in recruiting team members.
  3. Co-facilitates planning team meetings with the State Conference Director.
  4. Follow-ups with accountability from subcommittee chairs.
  5. Present at the St. Conference to promote next year.
  6. Works with the State Conference Director to schedule the dates of the conference.
  7. Works with the State Conference Director to establish attendance and vendor goals including rate structure.

Requirements

  1. Must be a regular SHRM and local chapter member in good standing.
  2. Appointment is made by the State Conference Director. Serves a one year term beginning two months before the current State SHRM Conference and ending one month following the State SHRM Conference.

CHAPTER PRESIDENT

Function
Provides leadership to the local chapter consistent with state, area and national Society policy, strategies and objectives. Responsible for operating the chapter effectively so that the needs of the members are met. Performs other duties as required by the local chapter bylaws. Serves as a voting member on the State Council.

Members of the chapter.
The State Director.

Responsibilities

  1. Conduct the business of the chapter in accordance with the chapter by-laws and serves as chairperson of the chapter’s Board of Directors.
  2. Presides over the activities of all officers and directors, as well as standing committees, to ensure the accomplishments of chapter goals, objectives, and strategies.
  3. Monitors the use, accounting and handling of chapter funds.
  4. Chairs all meetings of chapter officers and members.
  5. Attends State Council meetings and actively participate in Council matters. Provides as an elected representative of the chapter.
  6. Maintains a current active SHRM membership.
  7. Communicates the State Council to local chapters and the membership.
